What is a Leave & Licence Agreement?
A Leave & Licence Agreement is when the property owner (Licensor) grants permission to another person (Licensee) to use the property temporarily, without creating any tenancy rights.

No transfer of possession: The licensor retains control; the licensee has mere “permission to use.”
Short duration: Generally 11 months, renewable by mutual consent.
Easy termination: The licensor can revoke the license on short notice as per contract terms.

Thus, while RERA does not regulate tenancy, compliance matters if:
The property is in a RERA-registered project, or
The landlord is also the developer or promoter.
